Bhamashah Scheme – Flag bearer for upcoming schemes

bhamashah scheme rajasthan 2014

It was the Bhamashah Yojna with its unique idea of nurturing the basic needs of the deprived sector which lead ahead the light of Aadhar Card and Direct Benefit Transfer Scheme.  It deals the in much needed prevention of the wastage of government assistance provided to develop the general public and their rights. Two years back Honorable Chief Minister Smt. Vasundhara Raje took the occasion of Independence Day of the country to launch the scheme and give way to more freedom for the needy and underprivileged to receive their designated perks

Acquiring the name from Bhamashah, a famous minister, financier and general who aided Maharana Pratap, the scheme is all about maintaining transparency in the legislative transactions which are to be performed taking into consideration the welfare of common public , especially females and monitor efficient monetary allocation into their respective accounts. It is thus an end-to-end service delivery platform for cash and non-cash benefits with complete transparency and real-time delivery. As one of the member of the IT Department said, “The idea behind the scheme is to ensure that benefits reach those who need them and wastage is reduced, if not completely done away with.” The main motive of the scheme is less diffusion and perfect appropriation of merits, to the deserving and non-accessible classes.

Functioning under a philanthropic protocol, the scheme makes sure that the profits articulated for the deprived are easily provided to them through the use of cards called Bhahmashah Cards, which are to be issued by the government under some basic regulations. It is a plan undertaken, just to ensure that right people are targeted through right measures. These cards will entitle the females with formal identities as well as categorize them under the scheme’s framework, possible only through properly coping up with their underdeveloped and subjugated literacy levels.

CM Raje said, “We covered five million people under the scheme; this time, we are doing it for everyone in the state. If an individual wants a card, he/she needs to pay paltry Rs 20-25. It is a family card but it will be operated by the woman head of the family,” Cards for individuals will be of different colors and will be given for specific purposes. Students or differently abled people would avail different benefits like financial aid and scholarships, if they are staying away from their families.

Though this scheme was introduced by Vasundhara Raje during her pervious tenure and had to halt because of the successive government reign, the determinism to surface the transparency factor was so on point that the scheme gained power again and is not looking back now. It’s not just the focus on transparency aspect but also the use of rigorous steps to overcome the monetary leakages which somehow escapes the managements’ eyes. After the scheme’s enrollment camp on 12-08-2014, it was recorded that around 29 Lakh bank accounts have opened for the females and more than 160 Crore has been transferred successfully. The number has crossed over 5 Million as of now.

Empowerment of women and eradication of the intimidating patriarchal system are two of the major aspects which have been seen fueling the functioning of the scheme. Let’s look at what all elements of the scheme prove this statement to be true.

Solemn identity to be given to the women head of the BPL (Below Poverty Line) families. State government would provide cash amount of Rs. 2000 in the name of woman head of every BPL family of the state in two installments. Second installment of Rs. 1000 would be transferred in the bank account six months after the first installment. Bank accounts will be opened for about 1.5 Crore families in the name the women heads. Bhamashah card holder women would be able to get rations from the PDS shops using bio-metric system.

Thus we can believe that Vasundhara Raje was right in saying that “the key goal of Bhamashah Yojna is to create a strong foundation of Society by making the Women of Rajasthan independent, empowered and capable.”

Other than this, to make the scheme more comprehensive, the government has aligned other schemes like MNREGS, Pension, Scholarships, PDS and Prime Ministers’ Jan Dhan Yojna with Bhamashah Yojna, simply making it a unified platform for a large number of schemes. The range of advantages provided does not end here, as eligible medical insurance facility worth of Rs. 30,000 to Rs 3 Lakh is also a part of this Yojna.

The authenticity of Bhamasha Scheme comes from its computerized formulation. Mechanism of verification of the data is done at two-levels, once by senior government and then again by functionaries and gram sabhas. Accountability of verifiers is to be ensured using digital signatures. It is thus one of the most trustworthy schemes to follow and public should not hestitate to make use of its offered facilities.  There is a lot the other schemes like Aadhar can learn from Bhamashah Yojna. Any improvements by the followers are welcomed, as error rectification just leads to the attainment of perfection. This Yojna, is presently looking forward to the implementation of a polite way of reaching out to the females and making them clearly understand the significance of this scheme for their own respective elevation through the usage of closer-to-home banking services. Rajasthan womanhood should be made to realize that an opportunity for them to break their household shackles is knocking at their doors. Grabbing them would be their first step towards regaining their forgone self respect. Once this is achieved only then would the scheme be a bigger success.
