With an aim to improve the learning levels of students in the primary classes, the Delhi administration has announced Mission Buniyaad for all state government and municipal schools. The project will be implemented from April this year, targeting students from 3rd to 8th standard. The announcement was made by Deputy CM and Education Minister Manish Sisodia.

The Mission Buniyaad is in congruence with the earlier government scheme named Chunauti in which students from class 6 to 9 are divided into three groups and were assessed in terms of performance.

Delhi administration decided to launch the new scheme for primary classes after the findings of the National Achievement Survey. In this, it was found that a majority of primary students in government schools performed quite badly in Science, Mathematics, and language.

The survey was conducted by National Council of Education Research and Training (NCERT) to assess the learning levels of students. It was found that almost half of the students in Class 3 of government and municipal schools failed to prove their learning abilities in several subjects.

Sisodia pointed out that schemes like Chunauti have led to 20% improvement in secondary students but the students in primary classes still can’t read their textbooks.

Under the Buniyaad scheme, the students will be divided into three categories as per their performance. Those who perform at par will be placed in ‘Ujjawal’ group followed by students scoring medium level marks in group ‘Utkarsh’ and finally those behind peers into group ‘Udyam’.

The program will be carried out from April to June for classes 3 to 5 in MCD schools and for classes 6 to 8 in government schools. During this time period, the students’ performance will be assessed in terms of learning abilities and basic mathematics. The municipal schools will be preparing a cadre of teachers, whereby each of them will be responsible for 5 schools, much like the Mentor Teacher program. The teacher will train all other teachers in these 5 schools who will work towards enhancing the learning skills of the students.
