On December 3rd and 4th, when asked if there will be bilateral discussions on the borders of the heart of Asia (HOA) Conference in Amritsar, he mentioned, ” We have not received any request from Pakistan for a bilateral meeting”.

Explaining the situation further, Swarup mentioned, ” India has always been open to talks but obviously it cannot be that talks take place in an atmosphere of continued terrorism. India will never accept continued terrorism as the new normal in the bilateral relationship”.

These sharp-edged remarks came two days after the conference where Pakistan will be manifested by Sartaj Aziz (Foreign Affairs Advisor ) to Pakistan Prime Minister Nawaz Sharif.

Sawrup threw direct criticism at Pakistan saying that the country has a huge past record of commencing post border terrorism.

Further he added that, “This imminent threat was successfully neutralised through the surgical strikes. We should not look only at what happened but also at what did not happen, what was prevented through successful neutralisation of terrorists”.

Swarup also talked on the matter of new appointment of army chief in Pakistan. In his clear cut tone, he clarified, ” it is an internal matter of Pakistan. India will judge Pakistan by its behaviour and its track record and not by change of persons, he added”.
