Collector SP conference is a periodic event held in every state. The chief minister—the leading face of the state lays down specific targets for the government officers; targets, which ensure the safety and welfare of native citizens. In the last collector SP conference held in November 2016, Rajasthan CM Vasundhara Raje scrutinized the progress of government projects in all 33 districts. After a gap of six months, chief minister Raje is all set to lay down next consecutive goals for the officers.

The second day of collector SP conference 2017 proceeded with the CM advising officers to work in public interest. Focusing specifically on ‘efficient budget utilization’, CM Raje asked district collectors to spend public funds wisely.

In the coming six months, we’ll see officers work on the following objectives.

Six Goals to be Fulfilled by Rajasthan Collectors

  1. For General Public:
Speed Up Developmental Projects Falling Under RUIDP

Rajasthan Urban Infrastructure Development Project basically focuses on completing infrastructure-related work. The list includes development of smart cities, proper drainage/sewerage system, road connectivity, public sanitation and clean water supply.

In this regard, the collectors were asked to make their districts ‘ODF’ (Open Defecation Free) and Plastic free by the year end. Subsequently, she also asked the bureaucrats to relocate slum dwellers to proper residences constructed under Amrit Mission & Mukhyamantri Jan Awas Yojana.

  1. For Students:
Improve Living conditions in the Government Hostels

Government hostel is where the students from BPL families reside. In order to uplift their standards of living, it’s essential to arrange proper facilities in school, college and working women hostels. It’ll also expose the government to potential problems of the youth including drug abuse, depression and peer pressure.

  1. For Kids and Infants:
Set Nutritional Standards for Each Age Group

Just last month, chief minister Raje visited Karauli, where she found faults in Anganwadi center’s distribution system. The packaged ‘nutrient mix’ distributed by Anganwadis was less in quantity. Considering the fact, Raje ordered thorough inspection of the food being distributed in daycare and schools.

Concurrently, the chief minister instructed the collectors to set appropriate quality and quantity standards for food, for each age group. She took this opportunity to applaud centers that have contributed to the rising happiness index of Rajasthan children, by distributing uniforms, toys and stationary in villages.

  1. For Retired Government Officer:
Direct Pension Delivery through Bank Accounts

Until 2013, merely 4 lakh pensioners received pension in their bank accounts, rest were paid in cash. There were major loopholes in the form of duplicate identities, delayed payments, false registry and mismanagement of fund by department. To put an end to it, the government verified valid pension recipients in Rajasthan and opened bank accounts in their name.

Today, nearly 57 lakh pensioners receive their monthly allowance in their accounts on time. The next target of the government is to pay all government job beneficiaries through electronic means.

  1. For Farmers:
Mukhyamantri Beej Swavlamban Yojana for Superior quality Seed Distribution in Villages

Under Mukhyamantri Beej Swavlamban Yojana, the government will distribute superior-quality seeds and agricultural resources (tools, fertilizers and pesticides) in 3 major agriculturally dominant districts—Udaipur, Bhilwara and Kota. This target has to be met before the end of monsoon season.

Simultaneously, efforts should be made to link maximum farmers with the E-Nam portal (electronic national agriculture market) so they can sell their produce online.

  1. For Gram Panchayats:

Display Account Details Outside every Gram Panchayat Office

The state allots a major share of tax revenue for welfare and upliftment of villages. Nevertheless, the funds fail to benefit the common man, due to mismanagement by Gram Panchayat members. To ensure proper utilization of funds and transparency in expenditure, the collectors will display electronic display boards highlighting allotments and expenditures, outside every Gram Panchayat office. This way, the rural population will stay updated with the government policies.

Since the conference will last for 2 more days, Raje is likely to add more goals to her ‘To-Do-List’ on 2nd and 3rd June. Stay tuned for more updates.
