Criminal emergency is a life-threatening situation where every second of the victim’s life matters. We’ve always been fascinated by the high-tech scientific policing featured in Hollywood movies like ‘The Departed’ and ‘End of the Watch’. Unlike US, UK and Scotland, the Indian police network lags behind in terms of digital technology implementation. This won’t be a problem now! With CM Vasundhara Raje inaugurating the first, fully digital police control room of the country at Jaipur today, Rajasthan has successfully replicated the world-acclaimed ‘911 emergency system’ in real life. ‘Abhay command centres’ as they call it, are based on state-of-the-art-technology. It’ll cut down the police response time and facilitate their timely arrival at the crime scene.
These Abhay Command Centres will Outsmart The CID Team We’ve Been Seeing on Television
Earlier, it took at least 30 to 60 minutes for cops to reach at crime scene. However, with the inception of digital technologies in policing, it’ll be easier for the police to discourage life-threatening crimes. This is the main motto behind establishing Abhay Command Center in the city.
This centre will run 24×7 with 70 efficient cops on duty. Rajasthan police has prepared a virtual map of the entire pink city. About 3500 CCTVs have been installed in over 200 prime locations like malls, railway station, bus stops, markets, schools and colleges that are connected to the main police control room. These CCTVs are linked with a big silver screen through which the cops can keep tabs on the crime-prone locations of the city.
The control room is well connected with a high-speed ‘Dial 100’ system via 10 police lines. Simultaneously, the police patrol vans have been linked to the control room with the help of a GPS system that will direct the nearest patrol team to the crime scene.
What’s Special About High-Tech Police Control Room?
We’ve seen several examples of virtual police rooms based on video surveillance, incident, GPS tracking and Cyber police networking. So, what makes these command centers unique? It’s the addition of features like—integrated traffic management, incident management, computer aided dispatch of police team, cyber forensic and infrastructure surveillance through police control room.
Raje government that has been pitching for security of natives will launch this control room in Ajmer, Kota, Jodhpur, Bikaner, Udaipur and Bharatpur from April 15 to June 15 2017. By 2020, they’ll try to connect each division with the main police control room.

How will Dial 100, CAD and ITMS Systems Discourage Habitual Offenders?
Dial 100 network will help victims reach the police in times of emergency. It’ll have:
- An emergency hotline number (112),
- Women helpline (1090),
- Automatic caller software (for taking calls and forwarding it to the police),
- Data system for gathering caller details,
- Call recorder and entry log.
Computer Aided Dispatch (CAD) software will reinforce police response system. It’ll help:
- Trace geographical location of the caller,
- Track the nearest police patrolling van,
- Dispatching the police to the crime scene,
- Trace data/voice calls for better communication.
Integrated Traffic Management System (ITMS) will exercise check on road and highway accidents. It’ll help identify:
- Vehicle number plates,
- Speed violation,
- Red light or stop line violation,
- Missing and stolen vehicles.
This system will be integrated with an e-challan system for the ease of traffic police.
The futuristic forensic investigation lab will help ascertain criminal identity through—
- Social media monitoring,
- Digital management of evidences,
- Forensic investigation apps,
- Digital police dashboard,
- Facial recognition,
- Video analytics,
- Digital search of offenders in database.
Besides this, the government will use the control room to identify crime time & hotspots (crime-prone areas) and the frequency of occurrence of a particular crime. This way, the police can conduct surprise checks in these areas, based on the data retrieved from analytics and locations. Thus, Raje government has effectively delivered the promises made under the budget announcement.
