Is MJSA unique from other Campaigns?

Mukhya Mantri Jal Swavlamban Abhiyan (MJSA) is in full swing with its first phase completed successfully and the second phase started with the “Tree Plantation” Campaign. It is very promising to see such dedicated efforts from Raje Government. The team effort of Vasundhara Raje’s officials is commendable as they have joined the masses and made the campaign work. This campaign is all focused on the water harvesting and watershed solutions for the people of Rajasthan. It is fruitful to see that finally, a Government is working for the development of the state and its people. Rajasthan has always dealt with the issues of water as most of the area of the state is covered by the Thar Desert. Rajasthan has always faced the situation that if any year the state doesn’t see sufficient monsoon rains, the state had to deal with a drought stage. So, it is not the first time that somebody has noticed the seriousness of the issue and launched a scheme for it. The Congress Government has also initiated several campaigns for it but they only worked on papers or didn’t work at all. But the progress of MJSA campaign to date has given us a lot of hopes in terms of developments on a massive scale.

This campaign has been planned and executed in such a way that it differentiates MJSA from other such campaigns. It has the potential to a long-term solution for the water problem of Rajasthan. It is very obvious that if you all think that what makes this particular campaign so different from others. So here are some things which are required to be shared so that the masses know about the whole idea behind the successful working of MJSA. These features differentiate the campaign from other such initiatives:

    • The most common problem with the Government policies and campaigns is that various departments have to deal with the whole scheme but they are not allowed to coordinate with each other. This result into a total dysfunctionality in the whole scheme and the expected outcome is not received. The solution to this complication is found out by Vasundhara Raje and she had given the directions to all the departments to work together for making the campaign successful. This is for the first time that a Government scheme has involved all the required departments and the CM has held every department accountable for the work done. There is a total of seven-eight departments that are allowed to work together like water resource department and forest department. It was insured by the Vasundhara Raje that the work done under this scheme would be reprised in the forests as well. This motivation and level of understanding created by Vasundhara Raje between her respective departments have motivated the officials to their core and made them enthusiastic about the success of this campaign. Even the agriculture and horticulture department are at the receiving end of the campaign and their involvement has balanced this convergence.
  • This is the era of technology and only the ones equipped with modern technology can do their tasks effectively and timely. This is well understood by the Raje Government and thus they have introduced technology in this campaign. Such an effort has never been done in Rajasthan, neither in India. The construction and water harvesting sites are accompanied with geo-tagging so that the results could be shared with the whole team. The work on the construction site is well explained through technology. Also, a mobile application has been launched so that, nobody can fake the work done on papers. All the officials are directed by CM Raje to upload the photos of work in progress and work done. The officials have the access to this mobile application. Such level of transparency is commendable.
  • The third and best thing about the campaign is that it got its connectivity with the masses. The ones who could afford to donate money are donating money and the ones who are not capable enough are doing “shramdaan” or voluntary service. It is reported that more than 60% of the villages all over the state are participating in this campaign. The dedicated officer’s teams of Vasundhara Raje were being able to connect masses with the campaign on the ground level. It would be right to say that the campaign has become a people’s program.
  • The fourth point is that every detail regarding MJSA is available online. Earlier, it was the department’s procedure and their paperwork was involved which was very complex. But now, the whole reporting is done online and it provides you with the details both work-wise and village-wise. Even the money donated by someone could be tracked online and known that where was it spent. These advanced systematic advances of MJSA have been doing very well now and participation of common man is one of the responsible factors for it. Other than that the basic unique thing is the scientific approach towards watershed treatment. The rough statistics are that the campaign has covered over 3500 villages in 2016 till date and it now focusing to cover around 6000 villages every year and make Rajasthan a water sustainable and water harvesting hub in India by the end of 2018-19.

So, it is great to see the differences made by the Raje Government in politics which is solely development focused. Now, it’s our turn to play our part in the sustainable development of Rajasthan and be a part of the “Tree Plantation” initiative taken by Vasundhara Raje. Let us spread this message all over the state so that more and more people can be a part of it and get its benefit on a much larger scale.
